2. City of Festus - Downtown Festival Application

   All Downtown Festival Applications are submitted to the City Council for approval/denial at an upcoming City Council Meeting. Please give the City as much notice and information as possible when submitting your application.

   City of Festus Code Section 510.100:

   The City Council of the City of Festus may authorize closing all or part of Main Street for recognized community events such as parades, marches, festivals and holiday celebrations. Arterial streets may also be closed to insure public safety when an event on Main Street has been authorized.

   The City Council may authorize events on City-owned parking lots for festivals and celebrations. Applications for use of a City-owned parking lot shall be submitted at least thirty (30) days in advance of the proposed event. The City Council shall issue a permit under this Section when it finds:

   1. The proposed activity and use will not unreasonably interfere with or detract from the promotion of public health, welfare, safety and recreation;

   2. The proposed activity or use is not reasonably anticipated to incite violence, crime or disorderly conduct;

   3. The proposed activity will not entail unusual, extraordinary or burdensome expense or Police operation by the City; and

   4. The parking lot desired has not been reserved for other use at the day and hour required in the application.
